26 32 13 Engine Generators

.01 General
  1. When use of a generator is approved by Engineering Services Electrical Group coordinate manufacturer, silencer type, fuel type, amount of fuel storage, and other options.
        1. Manufacturer: Refer to guide specification for acceptable manufacturers and consult with Engineering Services Electrical Group about basis of design.
        2. Fuel Type: Do not specify gaseous fuel systems for Level 1 generators at University Park campus or PSU properties within Centre County.
        3. Fuel Storage: Generators shall be Class 72 in accordance with NFPA 110. Any other Classification shall be reviewed with the Engineering Services Electrical Group.
        4. Exhaust:
          1. Design team shall provide a complete and coordinated system. The pathway shall be reviewed in coordination with the architect, code consultant, and PSU Engineering Services.
          2. All exhaust outlet locations shall be positioned downwind of all building air intakes.
          3. Design team shall evaluate site specific needs for emissions control.
        5. Maintenance: Each generator shall be provided with a load tap-box, manual transfer switch with quick-connects, or some combination thereof to meet the requirements of NEC 2017 700.3 (F), which states:        
          1. Permanent switching means shall be provided to connect a portable or temporary alternate source of power and it shall comply with the following:
            1. The temporary source of power connection shall not require modification of the permanent system wiring.
            2. Transfer of power shall be in accordance with 700.12.
            3. Phase rotation and system bonding requirements shall be clearly marked. Optional accessories to provide integral phase rotation check shall be provided.
            4. Interlocking of disconnects/transfer switches shall be provided to prevent inadvertent interconnection of power sources.
            5. Annunciation shall be provided to a remote location to indicate when the permanenct emergency power source is disconnected.
            6. It shall be permissible to utilize manual switching to switch from the permanent source of power to the portable or temporary alternate source of power and to utilize the switching means for connection of a load bank.
          2. Please discuss approach and review proposed equipment selections and configurations with OPP Engineering Services Electrical Group during schematic design and early design development phases.
  2. Equipment shall not be installed on building roof or other locations that are difficult for service and replacement.
  3. Where units 500 kW and above are approved by Engineering Services, discuss and review specification of equipment and controls necessary for interconnection with campus electric distribution system.  Configuration shall allow for testing under load and include demand side management.
    1. Generators larger than 500kW will not be permitted at campus locations other than University Park. Any potential exception must be reviewed and approved by the Engineering Services Electrical Group.
  4. Emissions - Internal combustion engines rated at greater than 100 brake horsepower for use at the University Park campus must comply with Section 01 41 00 Regulatory Requirements as well as the following:
    1. Design professional must review all applicable emissions regulations including, but not limited to, Sub parts to EPA 40CFR60 and EPA 40CFR63.
          1. Where site evaluation necessitates a diesel oxidation catalyst system, the location shall be coordinated by the design team and submitted for review and approval by OPP Engineering Services. The mounting location must be safe and easily accessible for annual maintenance activities.
    2. One manufacturer should be the base bid, and the “equals” as bid alternates so that the material costs can be compared versus each engine pollutants during the bid process.  Non-responsive bidders may be eliminated from consideration.  Note that the successful bidder will be judged only partially on the cost, the emissions data will also weigh heavily in the final equipment selection.
      If the engine is to be utilized as other than a standby source, these emission limits will have to be supported by data collection.  Professional shall specify equipment to collect, record, and report such data. Discuss provisions and costs of installing CEMS (Continuous Emissions Monitor System) and CPMS (Continuous Parametric Monitoring System) equipment with Engineering Services.

.02 Guide Specifications
    1. Design Professional shall carefully review and edit the guideline specifications below, adapting them as needed to achieve application-specific, fully developed specifications for each project.
    2. These shall be edited using the process described in the instructions contained at the beginning of the document.  Proposed modifications shall be reviewed with OPP Engineering Services Electrical Group.
    3. Finalized version shall be included in the project contract documents.  Use of other specifications is not acceptable.
